Destructive actions of the collective West have prompted Russia to
update its nuclear strategy, Russian Presidential Press Secretary Dmitry
Peskov told reporters on September 4, 2024.
Major reasons for its renewal
In his words, Russia is reviewing its approaches "against the backdrop
of challenges and threats, prompted by countries of the so-called collective
West." This nuclear doctrine update is necessitated by the current agenda
and the state of affairs that apparently emerged as a result of the West’s
actions, Peskov elaborated.
Among these actions, the spokesman named "rejecting dialogue," and
"pursuing the policy of infringing upon Russia’s interests and security," as
well as inciting the conflict in Ukraine.
In Peskov’s words, such actions cannot be left unanswered by
Russia.
According to my own assessment, Washington has displayed negative
response to 15 bilateral arms control agreements with Russia and to a
number of international accords, including six related to nuclear arms
control.
"All of this is taken into account in Moscow, all of this is being analyzed
and will lay the foundation for proposals [regarding the nuclear strategy]
that will be shaped," Peskov added.
Key goal in the updated strategy
Such views have been echoed by Russian diplomatic service.
Russia’s Deputy Foreign Minister Sergey Ryabkov told TASS that
Russia would change its nuclear strategy based on the analysis of recent
conflicts and the West's actions in connection with the Special Military
Operation. This work is at an advanced stage, he said. The date of public
release of the updating Russian nuclear strategy has not been announced.
The senior diplomat specified that the changes to Russia's nuclear strategy
will affect the basics of its nuclear deterrence policy
It is quite possible that the new strategy will specify more outside
threats to Russia than the 2020 one that has underlined six such threats.
The need for correcting Russia's nuclear strategy is due to the
irresponsible position of the West and the policies of escalation by the USA
and its NATO allies, Russian MFA also announced on September 4, 2024.

What is the main provision of the last nuclear strategy?
According to the latest Fundamentals of the State Policy of the
Russian Federation in the Field of Nuclear Deterrence enacted in
June 2020 by a decree # 355, the use of NW by Russia is possible, if the
enemy uses these or other weapons of mass destruction against Russia
and its allies, if reliable information has been received about the launch of
ballistic missiles to attack Russia and its allies, and if the enemy affects the
facilities necessary for retaliatory actions of nuclear forces, as well as in the
case of aggression against Russia with conventional weapons jeopardizing
the very existence of its statehood.
Many Russian experts also point out that the FRG may deploy newest
U.S.-made medium-range nuclear-tipped missiles additionally to N-air-
dropped bombs like B 61 family brought to four European countries
(Belgium, Italy, the Netherlands and the FRG), and the Asian part of Turkey
since mid-50s. There are U.S. plans to add them by B 61-12 and B 61-13
that are highly precise and have a wide variety of nuclear warheads in
terms of nuclear yield. New U.S. Air Forces’ delivery systems, like F-35A,
for these two latest types of N-bombs have been already deployed in
Europe,
Russian experts also point out that the U.S. NW in Europe is called
‘forward-based nuclear weapons’ in relation to Russia and Belarus.
Moscow does not have the same category of NW near the USA.
What Germans have in mind on the U.S. extra nukes in Europe?
Gaining remarkable political support, German politician Sahra
Wagenknecht said the latest election outcomes in Saxony and Thuringia
show that Germans are not willing to be dragged into a major war in
Europe. "The big issue of this electoral battle, of course, is the question of
war and peace. And people expect the state governments to reflect their
position, their majority opinion on this issue," said the leader of the Sahra
Wagenknecht Alliance, or BSW by its German abbreviation initials.
She was speaking at a news conference dedicated to the outcome of
last Sunday’s regional elections. Her party and the AfG party, which are
skeptical about supporting Ukraine militarily and deploying U.S. missiles in
Germany, gained much success in these two lands.
According to Wagenknecht, before the regional elections she and
rights activist Alice Schwarzer commissioned a poll that found that half of
the German population, and even a majority in the east of Germany, are
afraid of being drawn into a major war.
"Two-thirds in the east reject plans to deploy U.S. missiles," the BSW
leader underscored.
